Arizona does not require every homeowner to buy flood insurance. A federally regulated or federally backed lender generally requires coverage for a secured building in a Special Flood Hazard Area, and another lender may require it based on its own risk rules. Owners can choose coverage even when a lender does not require it.
Standard homeowners insurance generally does not cover flooding caused by rising surface water, including water from heavy monsoon rain that enters from outside.
